Irakli Pavlenishvili: The report of Tsulukiani’s commission, on which the constitutional lawsuit is based, provides for the legalization of all those narratives that Russia created to justify its own aggression

The report of Tsulukiani’s commission, on which the constitutional lawsuit is based, provides at the level of the highest court for the legalization of all those Russian narratives that Russia created over the last 15–20 years to justify its own aggression, – this was stated by Chairman of the Governing Council of the National Movement Irakli Pavlenishvili at a briefing held today.

According to him, the constitutional lawsuit is a direct legal diversion against Georgia’s sovereignty, the state and territorial integrity, because a revision of the decisions of Strasbourg and The Hague is taking place, and all of this is an enormous threat to the non-recognition policy.

“Over the past weeks the process ongoing at the Constitutional Court has smashed to pieces Ivanishvili’s Russian propaganda before the eyes of the entire Georgian society. In the course of these processes it became clearly apparent that this lawsuit is a legal diversion directed by Ivanishvili’s regime against the Georgian state, its sovereignty and territorial integrity, because precisely a revision of the decisions of Strasbourg and The Hague is taking place. The report of Tsulukiani’s commission, on which the constitutional lawsuit is based, provides at the level of the highest court for the legalization of all those Russian narratives that Russia created over the last 15–20 years to justify its own aggression. This is also an existential threat to the non-recognition policy; in addition we know and it has become even clearer that their main motivation is political revenge. Article 23 of the Constitution of Georgia clearly states that the abolition of parties must be a preventive measure against an immediate threat and not a decision based on political revenge. It has become apparent that Article 23 also does not provide for the motivation that ‘Georgian Dream’ has and which is noticeable in the statements of its members. It has also clearly become apparent that the report of Tsulukiani’s commission is absurd, tendentious and biased, just like its witnesses, who are simply persons who for years, while in opposition, have been in confrontation with Mikheil Saakashvili and the ‘National Movement.’

The cases existing in the report cannot withstand even sound criticism. It has become apparent that according to the principle of the poisoned tree and the OSCE Copenhagen Document it is impossible for this report to be perceived as a political manifesto or as a legal document that can be used at the level of the highest court in legal proceedings. I also remind society that in the question-and-answer regime that will take place next week and in the closing statements as well, the historical falsehood that is on the side of ‘Georgian Dream’ will appear even better, and the historical truth that is on the side of the ‘National Movement’ will also appear. Over these weeks we will, of course, encounter desperate attempts by ‘Georgian Dream’ to cover something up propagandistically, but a lie has short legs and over the coming weeks everything I have been talking about will be further strengthened. ‘Georgian Dream’ cannot take away the right to vote from more than a million people. Whatever decision they take, it will still be illegal and the Georgian people will ultimately still prevail,” Irakli Pavlenishvili stated.
