Irakli Kobakhidze: Corruption existed within the agencies for a period of approximately two years, surfacing due to subjective, improper actions; such problems had not existed previously, and today the system is free from corruption

There was a period of roughly two years when certain corruption-related issues emerged systemically; such problems had not existed before, whereas today, every state agency—at every level—is fundamentally free from corruption. Prime Minister Irakli Kobakhidze made this statement for the media.
Kobakhidze reiterated that it took approximately a year and a half following his appointment as Prime Minister to examine various matters, identify issues, and reorganize processes—a phase that concluded in June 2025.
He added that if there is anything requiring investigation, the relevant agencies will handle it.
“These problems [corruption] persisted over a period of roughly two years. As soon as these issues manifested systematically, we intervened immediately; a statement was made—and a very clear signal given—by Bidzina Ivanishvili regarding the problems he observed that required resolution. We began working on this right away.
There was a period of about two years when corruption-related issues emerged due to certain subjective, improper actions. We were so preoccupied with defending against external attacks that it was difficult to concentrate on everything across multiple fronts simultaneously.
Today, the state is stronger than ever, and we are able to focus equally on repelling external attacks and combating corruption within the country.
Corruption has been fundamentally eradicated—not only in the upper echelons but also in key state agencies and state-owned enterprises. As for low-level corruption, that is an area requiring a constant struggle in any country,” stated Irakli Kobakhidze.
