Russia's aggression against Ukraine and its consequences show that dictatorships threaten the territorial integrity and political independence of neighboring countries, reads the draft resolution of the Committee on Legal Affairs and Human Right of the Parliamentary Assembly of the Council of Europe (PACE).

According to the committee's assessment, therefore, it is in the interest not only of the Russian people, but also of Europe and the whole world to restore democracy in Russia.

In addition, the committee reaffirmed its support for a future temporary international criminal tribunal that will hold the Russian leadership, including President Putin, accountable for their actions.
