According to the chairman of the non-governmental organization "Young Lawyers Association", Nona Kurdovanidze, the election processes of October 26 started with significant violations.
As she stated at the briefing, at 06:45 some of the areas to be monitored by GYLA were not opened for preparation.
"At several election precincts of Nadzaladevi, Krtsanisi and Saburtalo districts, by 06:45 in the morning, the necessary procedures for opening the precinct had already started, and in some places the electronic devices were activated. For this period, the facts of both non-performance and arbitrarily changing of functions were also revealed. In particular, in one case, the secretary did not appear, and in the other case, the chairman left the district and did not return until now. According to GYLA observers, several precincts were opened late by 08:00, thus delaying the start of the voting process. During the voting process, the facts of both machine malfunctions and vote secrecy violations were revealed. In particular: in Rustavi district, the registrar at precinct 27 shows the voter, instead of the ballot, a sheet on which the circle in front of the number 41 is colored and instructs the voters to color the ballot in the same way.
There were significant problems with the proper functioning of the electronic devices and the incorrect use of the verification machine by the registrars. The registrars carry ID cards incorrectly, so they have to enter the data manually. In the 3rd precinct of Ninotsminda, the voter went to one of the registrars, at which time the machine gave a special signal, while the other machine did not give a similar signal, after which he registered. According to GYLA observers, in the 35th precinct of Marneuli, a person who is believed to be a representative of the "Georgian Dream" voted twice. The facts of the delivery of two ballots to voters were revealed - in the 13th Precincts of Gldani, 41st Isni, 5th Tsalenjikha, 13th Precincts of Kutaisi and Poti. Behind the registrars in the 27th precinct of Didub district, a person with the right to be in the precinct stood behind the registrars, who entered the voter's personal data. Violation was eliminated after reference to GYLA.
Several facts of interference in the activities of the GYLA observer were revealed. In particular, the GYLA observer was not allowed in the 66th precinct of Vaki district and was asked to have a wet seal on the observer's certificate. After communicating with the District Election Commission, he was allowed to the precinct. In the 21st district of Krtsanisi, the observer was not allowed to observe and move freely. In the third district of Lagodekhi, the observer was not allowed to make a note in the record book. At the 3rd district of Khoni, the observer is not allowed to take a photo of the zero receipt coming out of the electronic device. In the 55th precinct of Samgori, the observer, against his will, was allowed to participate in the lottery of the people following the mobile ballot box. In the 49th precinct of Kutaisi district, the chairman of the commission addressed the GYLA observer with particular aggression, and did not give him the opportunity to observe freely, after which the observer was expelled from the precinct.
As for the violations on the perimeter, the trend of previous years regarding coordinators on the outer perimeter and gathering of people within 100 meters from the polling building continues. According to the information of the observer of GYLA, near the 21st election precinct in Fonichala, within a radius of 25 meters, the campaign material of the "Georgian Dream" party is placed. The GYLA observer applied to the Ministry of Internal Affairs to respond to the fact. The violation was not completely eliminated. There was a similar case in the first district of Chokhatauri.
Procedural violations were mainly detected in overseas districts. In particular, in the precinct of Finland, the voting took place on the day of voting, while in Bratislava the ballot boxes were sealed in advance. Vilnius, Munich, Madrid and Prague sites opened late.
The "Georgian Dream" party has installed video cameras in the election precincts. By 10:00 a.m. GYLA observers recorded 15 notes in the record book, 11 complaints were written in the Precinct Election Commission, and 4 complaints in the name of the District Election Commission.
GYLA is monitoring the parliamentary elections of October 26, 2024 in 55 municipalities, 64 electoral districts and 15 foreign countries through 650 observers. The GYLA election mission covers more than 1500 polling stations, which is about half of the total polling stations.
